I have some good news, Qandeel’s brother Arif who was nominated in FIR under 109 PPC & was living in Saudi Arabia, avoiding the arrest for almost 3 years have been arrested by Interpol last night. He abetted in Qandeel’s murder, urged Waseem (brother) to kill her. Waseems’ bail has been cancelled by courts twice however Mufti Qavi, Haq Nawaz (cousin) Abdul Basit (relative) Zafar (Haq nawaz relative) Aslam (brother) are out on bail.
Parents can’t pardon any of their sons due to section 311 of PPC (added on the request of Prosecutor General after amendment) in which the court may punish an offender against whom the right of Qisas has been waived. Under this amendment relatives of the victim would only be able to pardon the killer if he is sentenced to capital punishment. However, the culprit would still face a mandatory life sentence of twelve-and-a-half years.
Remember feminists, Women Action Forum, Womens rights groups, NGOs worked hard for years and last push was made by Sharmeen Obaid which was supported by previous govt in the passage of this amendment in PPC. Qandeel’s case will hopefully be decided in few months, we need greater push from Punjab govt, Usman Buzdar, Human Rights Ministry Shireen Mazari, PCSW Fauzia Viqar to keep an eye and make sure that Qandeel gets justice! Its already delayed but shouldn’t be denied.
